UK should not waste this opportunity in Strasbourg

new President of the European Court of Human Rights begins with the UK takes as President of the Council of Europe

After months of discussions about the influence of Europe on our legislation on human rights, currently in the UK begins its 6-month presidency of the Council of Europe (CoE ) Committee of Ministers. Among other things, the Council of Europe supervises the execution of judgments of the European Court of Human Rights.

The Council of Europe, not to be confused with the European Council, European Union, European Commission, Court of Justice of the European Union or the European Parliament is an international organization comprising 47 States membership of over 800 million citizens - see the Wikipedia entry for more information on its multiple functions. The UK was one of the founding members of the Council of Europe, when he joined May 5, 1949.

coincidence, the new chairman of the British court, Sir Nicholas Bratza, began his presidency on Friday, someone else does British judge (see my post of July). So there is a genuine British feeling in the organization, at least for the next 6 months.

two questions arise. First, what does the UK want to do with his presidency, and secondly, it will be able to achieve these goals?

Regarding the first question, the UK has set a priority of its priorities and objectives of the document. Also push an ambitious program of reforms to the European Court of Human Rights, including:

. a set of efficiency measures, which allows the court to focus quickly, efficiently and transparently on the most important cases that require your attention

. improve procedures for appointing qualified judges to the court, and ensure that the Court's case law is clear and consistent.

These objectives are consistent with those recommended by the Bill of Rights of the Commission, but it is important to note that they are not really new. In fact, as pointed out Graeme Hall, which represent long-standing criticism of the court, or are shared by all 47 members of the Council of Europe.
