Michael Gove's embarrassing stumbles fail to put the brake on reforms
Critics
Minister said that the funds of the major initiatives free school, which was successful after 17 months, lacked transparency
In a government committed to reducing public expenditure and to offer choice and competition in public services, Michael Gove was one of the most successful artists.
The pace of reform of the Ministry of Education has been impressive. A little over a year after taking office, the first free schools scheduled to open next week. More than 1,000 schools in England are now academies, against 203 at the time of the election.
But the pace of change has been accompanied by some high profile embarrassment for Gove.
Critics also say that the free program schools was characterized by a lack of transparency, especially when it comes to construction costs of new schools.
The government refused to give details of specific financing costs of free schools, but it is said that the first wave will cost around £ 130 million, 2.6% of the capital budget this ministry years.
concern about the murky world in which free schools were incubated first was reinforced by e-mail Dominic Cummings, former director of strategy for the Conservative Party and an ally of Gove.
Deliveryare asked to cash "without delay" for the New Schools Network (NSN), the charity that offers advice on how to establish schools.
emailCummings also indicates the speed at which the team attempts to move Gove and his concern that the Government will not focus on priorities within a clear timetable is set.
Mostlycrisis Gove in the office is the decision to eliminate the major program of work building schools, building schools for the Future (BSF) - an episode that illustrates the dangers that are a byproduct of an emergency, the secretary of education.
Gove decision was motivated by the desire to reduce the costs of a conservation plan considered unnecessary. However, the speed and lack of consultation with the advice of panic left the decision would meet the contract despite the cancellation of construction projects.
The fiasco was compounded by an error in a list of projects affected by the cuts. The error means that some schools thought their plans go forward, but later learned he had been arrested
In February, a judge of the Superior Court said that Gove had acted illegally over OSB.
"I think the way the secretary of state projects stopped abruptly without any consultation ... ... should be characterized to be so unfair as to constitute an abuse of power, "the judge said Holman.
- other measures to reduce costs, the abolition of the maintenance allowance of Education (EMA), has led to a hasty U-turn earlier this year.
- replacing the Department of Education EMA grant program administered by the universities, was condemned as "hasty and ill-conceived" by the Education Committee of the selection. Deputies said the funds had been allocated too late for 16 years to make informed decisions about their future.
a series of appointments in the federal public service in the Ministry of Education have Tory connections.
They are James Frayne, Director of Communications and Narozanski Elena, a former special adviser who is now a government speech.
