Kenneth Clarke delays £350m legal aid cuts

No explanation was given for the decision to postpone reforms opposed by senior judges and social organizations

Kenneth Clarke, plans to cut £ 350 million annual budget for legal assistance seems to be losing momentum after the prosecutor announced an unexpectedly six months in the program.

The decision to postpone the reforms has been attributed to the need to reprogram the legal contracts, but also presented as the meeting of the reform of the fierce opposition of the Lords and sharp criticism from senior judges and the welfare agencies.

removal of the Legal Services Commission and the introduction of a "door phone before" mandatory, through which candidates will be civil advice, legal assistance, were also presented to April 2013. The Department of Justice said it would meet its savings goal for next year with funding of any deficit cutting budget.Opponents elsewhere in the department said the impact of the proposals were not clearly thought out.

Ministerial

In a written statement, Clarke told the House of Commons simply: "We intend, subject to parliamentary approval of the condemnation of legal aid and punishment of offenders to implement the bill all reforms of legal aid in April 2013. This includes the abolition of the Legal Services Commission in relation to the bill and the creation of the new agency in place. " The previous deadline was October 2012.

The bill passed the committee stage in the House of Lords on December 20. In its second reading in the House last month, more than 50 of the 56 comrades who spoke criticized the project. Most oppose the removal of legal aid cases related to debt, welfare, housing, medical malpractice, employment and immigration. Not all victims of domestic violence are entitled to assistance in the proposals, opponents say.

This week, Mr. Wilson, the new appointment to the Supreme Court, and Sir Nicholas Wall, president of the Family Division, joined the public urging the government to reconsider its proposals, calling a false economy and an obstacle to swift justice.

Labour shadow justice secretary, Sadiq Khan, said the delay does not inspire confidence: "This six-month stay of execution because of the incompetence of the government will do little to reassure the millions of people depend on social assistance law to access justice.

Julie Bishop, Director of the Federation of Law Center, said. "We are outraged by the statements of Mr. Clarke How can you accuse a career politician Law Centre staff, to be honest, when every day we work with people in crisis to pick up the pieces of their lives when no one was there for them

"The average salary of a lawyer right from the center is less than 30,000. People working in the centers of the law's commitment to their communities, not to feather their own nest." He proposed to spend a day at the Law Centre in the district of Nottingham and to "give the difference between his salary and an office of Attorney Law Center daily local children's charity."
